To mark this occasion, CalABLE will be hosting two media kickoff events with California State Treasurer John Chiang – one in Berkeley on December 18 and another in Los Angeles on December 19. WRC SELF-DETERMINATION UPDATE- SELECTION & NEXT STEPS

SELF DETERMINATION UPDATE:
As of October 1, 2018, the Department of Developmental Services (DDS) made the stratified random selection of the initial 2500 Self Determination Program (SDP) participants for the first three years of the program.

WRC has 64 slots and after three years, the program rolls out to everyone.

DDS will send a letter to those selected and will also be setting up page on their website at https://www.dds.ca.gov/SDP/ where you can check to see if your case has been selected.

What Happens Next?

Cases Selected:
The case will remain with the individual’s Service Coordinator for now and they will continue to receive traditional services. Within the next two weeks, they will be contacted by WRC regarding the steps we will be taking together to transition the individual to Self Determination. This process is anticipated to take a few months. The first step will be a required Orientation Class that will be scheduled for early 2019 (see below). After that, work to begin planning, budget development, and the set-up of services will begin. It is anticipated this process will take several months.

Cases Not Selected:
If not selected initially, individuals will remain on the interest list for future enrollment opportunities. In three years, the program will be open to all.

The Westside Regional Center (WRC) Self-Determination Local Advisory Committee, made up of self-advocates and family members, and supported by wonderful staff, providers and other community members, is mounting an ambitious schedule to implement the Self-Determination Program at our regional center. We wanted to inform all of you about our activities and encourage your involvement (or replication at other regional centers).

As most of you know, the Department of Developmental Services (DDS) is announcing their random selection of the first 2,500 participants on October 1st. They will be providing that information to each regional center and by letter to each participant. DDS will also have a page on their website where people can put in their UCI# to see if they were selected.

Shortly after the October 1st, WRC service coordinators and staff will be reaching out and inviting the selected participants and their family members to participate in our local advisory committee meetings. We will also inform them of the set dates for official orientations for the participants in early 2019.

In addition, WRC’s advisory committee will be hosting a training for Independent Facilitators later this year. Anyone from any part of California can sign up — registration will be sent out at a future time.

WRC Self Determination Local Advisory Committee Meeting Date Changed in October & December

Self Determination Local Advisory Committee

This meeting that is typically held on the second Tuesday of each month at Westside Regional Center from 6:00-8:00 pm.

*October 2018 meeting will be held on Tuesday, October 16th from 6-8pm at WRC*

*December 2018 meeting will be held on Tuesday, December 4th from 6-8pm at WRC*

The committee shall consist of the regional center client’s rights advocate, consumers, family members, and other advocates and community leaders. A majority of the committee shall be consumers and their family members. The committee shall reflect the multicultural diversity and geographic profile of the catchment area. The committee shall review the development and ongoing progress of the Self Determination Program, including whether the program advances the principles of self determination and is operating consistent with the requirements of this section, and may make ongoing recommendations for improvement to the regional center and the department. All are welcome to attend these meetings.

Disney Community Involvement Program Tickets/ Programa de Participación de la Comunidad de Disney

We are pleased to share that WRC will be working with the Disney Community Involvement Program (CIP) again this year to assist client/families interested in being on the Disney list, to purchase discounted Disney tickets. This program is for individuals with permanent disabilities.

Please read the forms carefully and fill out the information completely in the document below. The application form needs to be filled out and returned to Disneycip@westsiderc.org before September 21, 2018.

Things to consider:

• WRC prefers that clients/families and residential providers submit their own forms.
• If applicants require assistance, please contact your assigned WRC Service Coordinator (SC) directly and be sure to read the information below:

Applicants requesting assistance from WRC to apply:

• WRC will not submit any forms that are incomplete.

• If applicants do not submit the form via email to WRC before the deadline of September 21, 2018 WRC, will not be able to make any exceptions.

• Please allow WRC at least 3 working days to confirm, via email receipt of the forms (with the exception of weekends and holidays).

• Please check for spelling or other errors in filling out the form and follow the instructions to ensure you make it on the Disney list.

• Residential Facility/Group Home providers: Please follow the special instructions in the attached document and for questions, please contact WRC via email at Disneycip@westsiderc.org. Please keep in mind that once the tickets are up for sale, it is “first come, first served”.

• Applicants will receive an email from Disney CIP between November 11th -14th with the code to purchase tickets and instructions. Please check your email junk/spam folder for the Disney email before contacting WRC. Tickets go on sale November 15th.

• For multifamily households that share the same address, the program is limited to one per household, so please ensure there is only one submission per household, to avoid being removed from the list if more than one family member in the household submits.

• The limit is 6 tickets per household, so regardless of parents that are not married or residing together, it still counts as one order. For households with more than 1 client, this still counts as one order per household. If a family has more than 6 family members, the limit is still only 6 tickets per household.

• Applicants need to have access to an email address, as that is the only way Disney will contact families when it is time to order tickets.

State Self Determination Implementation Update/Actualización de aplicación de Auto determinación del estado

State Self Determination Implementation Update

The Self Determination Program (SDP) is on the way across the state, this exciting program will allow for a new way for the people we serve to have more authority and freedom in how their services and supports are planned and implemented. The State of California Department of Developmental Services (DDS), in collaboration with the self-determination advisory workgroup and other stakeholders, has been working on the major components necessary to implement SDP at the Regional Centers. Outlined below are some of the major components requiring completion at the state (DDS) level prior to the SDP becoming operational at the Regional Centers. The list below is not exhaustive but includes the key components and steps under active development. DDS will post updates on the progress of each component at https://www.dds.ca.gov/SDP/.

Federal Funding Approval
The application for federal funding, or Waiver, was approved by the Centers for Medicare and Medicaid Services on June 7, 2018.

Individual Budgets – Target for completion: August 15, 2018
Task: Finalizing guidance information on how the individual budget amount is calculated, and the process for adjusting the budget when needed.

Financial Management Services (FMS) – Target for completion: August 31, 2018.
Task: Finalizing FMS vendorization requirements and rates.

Independent Facilitators – Target for completion: August 31, 2018.
Task: Defining the role(s) an independent facilitator may play and how this may be different if a participant chooses to select their service coordinator to fulfill the functions of an independent facilitator.

Participant Selection – Target for completion: October 1, 2018
Task: Selection of the initial SDP participants. It’s important to note that only those individuals who have participated in a Pre Enrollment Informational Meeting and whose names have been received by DDS will be considered for selection as participants in the SDP. DDS will provide a final date for submission of names to be added to the selection group for random selection (by DDS) in a future update. Information for those who are interested on how they can be considered for participation in the SDP can be found at www.dds.ca.gov/SDP/sdpEnrollment.cfm.

WRC will continue to host Pre Enrollment Informational Meetings. Please stay tuned for more dates to come by July 1st

Home and Community-Based “Settings” Requirements – Target for completion: October 31, 2018.
Task: Finalizing training materials on the federal requirements, how they apply to services in the SDP and the assessment process for ensuring all services, or “settings”, meet the requirements. Due to federal regulations effective in March 2014, everywhere someone receives services (e.g. the “setting” where the service is provided,) must promote, and not prevent, community participation and inclusion. The target date projects time needed to provide training to those who will be involved in the assessment process.

Orientation Materials – Target for completion: October 31, 2018.
Task: Finalize all orientation materials. The orientation materials will form the basis of the information participants need to support them in the SDP. In addition to the components above, the orientation will include information on what services are available in the SDP and tools to help participants choose qualified service providers. Training for those providing these orientations will also be necessary prior to participant orientations.

Tarea: Finalizando la vendorización FMS v requisitos y tasas.

Facilitadores Independientes – Objetivo de Actualización: 31 de Agosto de 2018.

Tarea: Definir el papel del facilitador independiente y como esto podría ser diferente a un participante si decide seleccionar a su coordinador de servicios para cumplir las funciones de un facilitador independiente.

Selección de Participantes – Objetivo de Actualización: 01 de Octubre de 2018

Tarea: Selección de los participantes iniciales de la SDP. Es importante tener en cuenta que sólo aquellos individuos que han participado en una reunión informativa Pre inscripción y cuyos nombres han sido recibidos por DDS, serán considerados para la selección como participantes en el SDP. DDS proporcionara una fecha límite para la presentación de nombres, para ser incluido en el grupo de selección para la selección al azar (por DDS) en una futura actualización. Información para aquellos que estén interesados en cómo pueden ser considerados para la participación en la SDP se puede encontrar en www.dds.ca.gov/SDP/sdpEnrollment.cfm .

WRC continuará para albergar reuniones informativas de Pre inscripción. Por favor, este pendiente para más fechas que se avecinan en Julio 1ero.

Home and Community-Based “Settings” Requisitos -Objetivo de Actualización: 31 de octubre de 2018.

Tarea: Actualización de materiales de entrenamientos sobre los requisitos federales, cómo se aplican a los servicios en el SDP y el proceso de evaluación para garantizar todos los servicios, o “ambientes”, cumplir con los requisitos. Debido a regulaciones federales efectivas en marzo de 2014, en cualquier lugar que alguien recibe los servicios (por ejemplo, el “ambiente” donde el servicio es proporcionado,) deben promover y no prevenir, inclusión y participación en la comunidad. Los días definidos para los proyectos de fecha necesaria para proveer talleres a los que estarán involucrados en el proceso de evaluación.

Materiales de Orientación – Objetivo de finalización: 31 de octubre de 2018.

Tarea: Actualizar todos los materiales de orientación. Los materiales de orientación constituirá la base de la información que los participantes tienen que apoyar en el SDP. Además de los componentes anteriores, la orientación incluirá información sobre qué servicios estarán disponibles en el SDP y las herramientas para ayudar a los participantes a elegir los proveedores de servicios calificados. Entrenamiento para los que proporcionaran estas orientaciones también será necesario antes de estas orientaciones.
