Bi-Annual Home and Community-Based Services Waiver Program Review
The Department of Developmental Services (DDS) and the Department of Health Care Services (DHCS) conducted the federal compliance monitoring review of the HCBS Waiver at WRC in order to ensure its implementation in accordance with Medicaid statute and regulations.

Conflict of Interest Policy
The policy ensures that regional center board members and employees act in the course of their duties solely in the best interest of regional center consumers and their families without regard to the interests of any other organization with which they are associated or persons to whom they are related. Board members, employees, and others acting on the regional center’s behalf shall be free from conflicts of interest that could adversely influence their judgment, objectivity, or loyalty to the regional center, its consumers, or its mission. Transparency and Public Information Policy
The purpose of the board approved “Transparency and Public Information Policy” is to establish guidelines for timely public access to information and records in accordance with Welfare and Institutions Code (WIC), Section 4629.5, 4640.6(k), 4639, the Internal Revenue Service (IRS), and the state’s contract with the regional center.

Protocol for Disbursement for Start-Up and Developmental Funding Policy
The WRC contract with the Department of Developmental Services (DDS) includes a provision, under Article II. Program Provisions, (2) Resource Development that regional centers may choose to utilize POS funds for selected new program development. The contract requires that the regional center develop and maintain a written policy for the disbursement of start-up monies.

Protocol for Resource Development—Identified Service Needs—Request for Proposal Policy
The WRC contract with the Department of Developmental Services (DDS) includes a provision, under Article II. Program Provisions, (2) Resource Development that regional centers must have a Board approved policy specifying the circumstances under which the regional center will issue requests for proposal to address a service need.

Westside Regional Center will protect the rights of adults and children with developmental disabilities. Under the direction of Welfare and Institutions Code (WIC) 15630 and Public Code (PC) 1164-11174.3, WRC will maintain a zero tolerance for abuse and neglect for the individuals we serve.

Efforts to Reduce Purchase of Service Disparities
In 2016, ABX2 1 (Chapter 3, Statutes of 2016) added Welfare and Institutions (W&I) Code section 4519.5(h), which allocated $11 million to the Department of Developmental Services (Department) to assist regional centers (RCs) in the implementation of strategies to reduce disparities in regional centers’ purchase of services (POS). In Fiscal Year (FY) 2016/17, the Department reviewed RC proposals and approved funding for projects to increase opportunities for equitable access to services and supports.
Purchase of Services Expenditure and Demographic Data
Westside Regional Center (WRC) presents the following data as required by the Lanterman Act (W&I Code §4519.5). This data for fiscal year 2015-2016 shows WRC purchase of service (POS) authorizations, expenditures and utilization by different demographic categories as outlined in the law. In addition, there are new reports that show data related to copayments and coinsurance. WRC encourages you to review the expenditure and demographic data.
